Bruce Zagaris is a partner in the Washington, D.C. firm of Berliner, Corcoran & Rowe. Mr. Zagaris received a B.A., J.D., and LL.M. (tax)  from The National Law Center of the George Washington Univ., and an  LL.M. in comparative law from Stockholm Univ. in Sweden and in  international law from the Free University in Brussels. Mr. Zagaris'
practice includes structuring international business transactions and  especially international tax aspects. He has also represented many  governments and international organizations. The work has included  negotiating tax treaties, mutual assistance in criminal matters treaties, and related instruments. Mr. Zagaris appears regularly as an
expert witness in international tax and money laundering cases. At the request of legislative committees in the U.S. and elsewhere, he has testified on tax and international enforcement matters. He has authored and edited six books and many law review and other articles and frequently lectures. He serves as an editor for several international tax journals. He has served as an Adjunct Professor at several law schools in and outside the U.S.
